In previous recent issues, Spidey is very protective of Black Cat because she doesn’t have powers, and his efforts to protect her cause some problems—so she goes on a search for super scientists to help her get her own powers. Remember, Peter told her his origin story, she knows that exposure to certain elements can create powers.
So, she goes to Avengers Mansion and Cap shames the Hell out of her. She also goes to The Baxter Building, and the FF have a similar response.
Finally, she goes to the criminal underworld where she gets tricked by Kingpin into getting Bad Luck powers.
