After his parents were killed during a fight between supers, Richard Bloom built a suit of armor and became Tracer. He hunts superheroes now, for money, and Harlan Ryker hires him to go after Deathlok.
The 1993 annuals all introduce new characters, most of which are never/barely ever seen again. Tracer will appear just once more.
