Hulk goes to Russia and meets the Soviet Super Soldiers.
It takes two issues because we get a ton of backstory about the Soviet Super Soldiers, including that their origin came when a Russian psychic mutant tracked each of them down and recruited them to serve Mother Russia.
After Hulk and Soldiers fight each other, they team up against Red Guardian and The Presence, and The Presence leaves his human host at the end–thus finally resolving this long-standing loose end from The Defenders.
