My understanding of the history of this story is that Joseph, who debuts here, was supposed to be Magneto–but his memory had been erased by Professor X and (somehow) he was a lot younger (probably because it was 1995 and nobody paid attention). But later Marvel editorial wanted to bring the “real” Magneto back and so Joseph was retconned as a clone.
In this issue, we see Joseph found nearly dead and treated by a nun.
That’s the whole issue and I hate it.
