DAREDEVIL #373-375 (1998)

In these issues, the mystery of the Mr. Fear-backed serial killer Charles Burroughs deepens and concludes with a courtroom drama, Fear’s identity revealed (he escapes), Burroughs seemingly dead, and Black Widow helping Daredevil take him down. And also Kingpin. It turns out, Fear was manipulating city officials and Kingpin doesn’t like it when anyone does that.

Other than him.

What’s really odd is this ending scene:

I’m sure that’s not intended to be a literal shot of Boroughs rising from the grave but…Is it? Weird.

Sadly, Joe Kelly’s run ends here, with a hodgepodge of random artists drawing various pages and several other writers helping with the script…It kind of all falls apart here at the end.
