Wolverine and Jubilee track down rabid environmentalist kidnappers, who are also being sought by Terror, and Wolverine goes undercover to infiltrate the group.
Terror is an antihero who can communicate with the memories of dead people by touching their various body parts, and he can also rebuild himself when he gets hurt using dead people’s limbs. Here he is doing the eye-and-ear thing.

I’m assuming this pointless two-part story was created to promote Terror’s solo comic, a prestige book that hit the stands a little before these issues.
