Punisher War Journal #10 (1989)

Sniper returns in a story called “second shot.”  

Punisher and Microchip stop him from messing with NATO, making Pun an international hero and protector of democracy (it’s behind the scenes, though, so nobody knows).

Punisher shoots down Sniper’s copter and watches it crash.

And assumes he’s dead. Come on Frank, you ought to know better than that.

The most interesting thing about this issue is the “pin up” of Punisher’s glock.

It’s emblematic of what happened to comics in the 1990s: The glorification of muscles, weapons, and violence became the primary driver, with good stories/characters coming in at a distant second.
