The story starts with Silver Surfer attacking Dr Strange, and then moves the reader through a primer on the history of Frankenstein in the Marvel Universe, including glimpses of Vlad the Impaler. Exactly the kind of thing Roy Thomas is good at.
We learn that this is not Norrin Radd, but a Frankensurfer created by the daughter of Dr. Frankenstein way back in Silver Surfer #7. Not nearly as cool as I would have liked.
