Marvel Comics Presents #167-169 (1994): Vengeance

Two street gangs are fighting. One calls themselves the War Machines, the other the Revengers (named after Vengeance). So, of course, War Machine and Vengeance fight.

But there’s an evil Fed who wants to make Vengeance appear like he’s a killer because it makes supers look bad.

And there’s a bad priest named Reverence Nabisco Niceiza, who goes by “Reverend Nice.” It’s a tribute, obviously, to Fabian Niceiza.

So basically it’s the standard “misunderstood antihero” fight, combined with the anti-super bias from X-Men. But it’s pretty good, for a 24-page story spread across three issues.
