Issue #37 is a “flashback” story to the days when Punisher’s dog Max was still alive. In fact, it’s his “origin” story. You can probably guess at it. He goes through grueling training to be an attack/guard dog, his master is killed, he seeks to punish the gang members who killed him, and his path crosses with Punisher.
