First of all, the cover for #20 is lazy AF.
Peter Parker is assigned to cover a story in Europe about how Roxxon Corporation (future creators of the deathloks) is funding a terrorism group known as Red Hand, and their agenda is kind of like the IRA. The story isn’t all that interesting or well-written, and I’m sure that’s because the creative team is different on every issue, with literally NOBODY taking credit for issue #20 and #22.

There’s no credits anywhere at all. Issue #20 gives script and pencils to Larry Lieber, and it looks very different from #19 because it’s filler. Issue #21 seems to be similar to #19, and I’m betting it’s Marc Silvestri on the art.
In a later letters page, they explained who was responsible for #22.
