Baron Strucker stands up a new Hydra operation called the Department of Occult Armaments, which looks to obtain mystic assets. This issue basically sets up DOA as the main foe of The Nightstalkers.
Dr. Strange is supposed to be our dimension’s sorcerer supreme, guarding against encroachment and invaders from other dimensions, but I guess his jurisdiction doesn’t cover mystical criminal activity that starts within this same dimension. So Nightstalkers are occupying that niche.
Anyway it’s not until the last panel that we see DOA emerge—working with some gypsy con artist psychics who Nightstalkers busted earlier in the same issue.
