Gotham Central #3-5 is the first arc written by a single author (Ed Brubaker). Issues 1&2 were cowritten by Brubaker and Greg Rucka. “Motive” is really a just a little detective story about an arsonist, but the specter of Batman looms over the entire investigation.  Detective Driver resents Batman mostly because Mr. Freeze killed his partner in the first issue, and Driver associates the superfreaks with the superheroes.  It sets the tone for the ongoing theme of cops living in a world of heroes who should make cops unnecessary but, in the end, can’t–because people have to look after people, and heroes have to look after heroes.
