Jim Starlin takes one of Len Wein’s better Hulk scripts and makes it great. Starlin was at his peak in the 1980s. I mean, check this out:
Look at the different expressions on Hulk’s face. Even between the small panel before he gets knocked on the head and the vertical panel–he’s angrier. Starlin paid attention to details like that.
