Turns out, Crusher Creel didn’t realize the magnitude of Hydra’s plans and Cap also uses the villain’s compassion to turn the battle.

Creel ends up absorbing a bomb intended to kill U.N. officials–so he’s not such a bad guy in the end.
I love these two villain characters, so this was a solid one-off in my book–in spite of the generic script and plotting by Tom DeFalco. Plus, the fight includes the use of a water tower, which lets me use my tag, below, so…Yeah. Above average issue.
