Character: Seth Waters (SHIELD Agent)

Investigated Cable.  Later betrayed SHIELD as a Hydra agent.  Much later, became an agent of Leviathan and was assassinated by a sniper at the direction of Nick Fury, while Waters was being tortured by Bullseye.
