But, of course, so is Hulk.
Nick Fury allows Hulk, working as the head of the subversive organization Pantheon, to break an old girlfriend out of prison who he believes has been wrongfully accused of espionage against the U.S.
It’s another example of Nick Fury knowing everything–he lets Hulk think Hulk is doing an anti-government act while not really trying to stop Hulk because Fury knows the girl was wrongly accused.
