Bob Layton writes and draws this one. The X-Factor team go to Russia to help their government learn how to identify and arrest mutants.
We as readers know that the team are playing both sides of the fence here–that they’re really pro-mutant freedom. Iceman gets captured.
Once the whole team is in Russia, they fight Crimson Dynamo and a doctor experimenting on mutants. They also help some Siberian freedom fighters called The Exiles. All of them will appear again at least once, and the team will be recast as Siberforce.
The idea of X-Factor working for multiple governments while simultaneously trying to undermine them is a great idea.
Too bad it never went farther than this inconsequential annual.
