Issues #9 and 10 are a crossover with the Millenium event, and are completely skippable. In fact, I’d recommend it. Instead, go directly to #11 because it’s awesome.
Put to one side that it’s a total tease: Maxwell Lord reveals, after throwing a tantrum that the Millenium crossover didn’t end up with Superman joining the JLI, that he’s being pursued by someone very powerful. Who? We don’t find out. We keep getting told we’ll find out, but then the scene jumpcuts somewhere else. Masterfully constructed, with a great Avengers reference…
That’s good enough to count as a crossover.
