I am a big fan of how Garth Ennis reinvented Punisher. Often, his Punisher MAX stories put Frank Castle as a “menace in the background,” while the main storyline shows us the evil that the villains do–before they’re executed. Fraction is doing something similar here–showing Punisher’s impact on D-level supervillains by telling the stories of those characters and how Punisher has affected them. Or killed them, depending on the story.
