This is a fun issue. Legion has been living with Moira MacTaggert in his rational, controlled persona of David Heller, and in this issue he is triggered to switch personalities.
The result is a cascade of personality changes (each personality has a different power).
Finally, the New Mutants are able to get him back under control.
Kyle Baker does the inks–and they look great. He’s one of those guys, like Klaus Janson, who has such a heavy style that he makes the underlying pencils look like their his own.
