Cap BLEW IT when he let Diamondback get away- yeah, she was shady, but she was willing to reform for Cap, she was loyal to him to the point of turning on her most-deadly colleagues, the Serpent Squad, ( and the B.A.D. Girls! ) she was, and still is, drop-dead sexy, and she made it VERY CLEAR to Cap that she would keep him in sex on demand!! I worry about Cap, sometimes- he’s got Bruce-syndrome with his apparent preference for all the male sidekicks! Yeesh!
Cap’s needs someone who he doesn’t feel threatened by. He’s very insecure. Safety is more important to him than sex, which is consistent with someone who came from a traumatic background of being very poor and bullied.
