Overall, it’s a very overtly political issue, with references to inmate abuse, military friendly fire, and other social issues.
The cover is misleading because (a) Captain America isn’t a prisoner, he’s a guard; and (b) he doesn’t wear his spandex in the issue. But I’m going to tag it as a tribute cover to one of the best Al Milgrom drawings of all time…
