X-Men Unlimited #2 (2004): 1st District X

There are two stories in this issue, and the first is pretty important—at least insofar as it serves as the soft launch for Bishop’s latest (and his first really good) solo series.  There’s not much to the story (how can there be—it’s just 15 pages long), but it introduces readers to the idea of the 11th Police Precinct in New York City, where mutants have taken up residence in large numbers so that they can create community.  Sadly, it’s full of gangs—and Bishop agrees to help police the area.  Again, this goes directly into District X #1.

Story #2 has Jubilee interacting with bullies at a mall.
