Minister Sinister, undercover as “Doctor Windsor,” has been using the Weapon X Concentration Camps as body farms for his experiments on mutants. This story is a flashback to his days as a Nazi when he worked with Baron Von Strucker and obtained Namor’s blood–the first mutant he experimented on.
