Last issue was cartoonishly different from Garth Ennis’ foundational issues for this series. This story tries to imitate Ennis’ style.
Tom Peyer is for sure a good writer, and he was hot at the time, and the art is good. The biggest problem with this arc is that it follows Ennis, who is unbeatable as a Punisher writer.
Frank Castle takes on a villain named Medallion who controls all the NYC taxi medallions through nefarious criminal ways. His partner is named Mr. Badwrench.
Nothing awful here, although it belongs squarely as part of the mid-’90s Punisher stuff: Gimmicky, very violent, and gritty in a silly way.
