Captain America tells a Senator about his days with Bucky, after the politician raises possible child endangerment concerns about his working with Bucky.
Uh…Bucky was an enlisted service member, and many such “kids” were killed in World War II. This is a dumb framing sequence. The flashbacks, though, showing Cap and Bucky working together are good, and Cap having a chance to talk about what Bucky meant to him is solid as well.
