A bantam-weight boxer pays Dr. Malus to super-fy him, and he get the proportionate power of a bantam rooster and then fights Captain America.
Seriously.
The fight is squashed by talking it out. Cap learns that Bantam is seeking revenge on people who killed his buddy.
So they team up and defeat the baddie.
