This issue is billed as an Infinity Gauntlet cross-over, but other than a dog-ear on the cover and a little blurb inside, it has nothing to do with the event. The notation is just to put it in continuity. Hulk “pops in” to the issue from the events of Infinity Gauntlet and then at the end of the issue “pops” back over to the miniseries.
Hulk takes on a guy who makes a city riot, but it’s not Hate Monger. Or Psycho Man. It’s a guy named Gestalt, who will never be seen again.
Nothing bad about this issue, it’s just about as good as most others on the market at the time. Average. Which for the Peter David Hulk run is a small stumble, but nothing to worry about.
