Creator: Michael Gallagher

His uncle created Heathcliff, so when Marvel had a kids’ line in the ’80s and put the cat in a monthly, they tapped Michael to write it.  Because writing comic strip characters is genetic I guess.  He wrote a bunch of young-targeted franchise characters, but for the 616 he’s best known for a 3-year (and likely non-canonical) run on the original Guardians of the Galaxy.
